Know all men by these presents, that we, A.G.Kuehnle as principal and Gottlieb Kuehnle, Fred Kuhn, James H. Wallace, James A. Worthington as sureties, are held and firmly
bound unto the Township of Howell in the sum of Nine Thousand and eight hundred dollars ($9800.00) lawful money of the United States of America to be paid to the said
Township of Howell or to its certain attorney or assigns, successors to which payment will and truly to be made we jointly and severally bind
ourselves and our heirs, executors and administrators and each and every of them firmly by these presents.
Sealed with our seal, dated the fifteenth day of December A.D. 1902.
The condition of this obligation is solely that whereas the said A.G. Kuehnle has made and entered into a contract to erect, build and complete
'A Public Library Building for the said township of Howell on or before January 1st, 1904 and furnish all material therefor according to the plans,
Specificiations and detail drawings made and furnished by E.E. Myers and C.W. Koehler, architects. Now, therefore, if the said A.G. Kuehnle, his
heirs, assigns, executors or administrators shall well and truly keep and perform or cause to be kept and performed all of the covenants, obligations and agreements in
his said contract to and with the said township of Howell, and shall deliver to the said townhip of Howell the said building therein agreed upon, built, erected and
furnished in conformity with the said plans, drawings and specifications and completed at the time agreed upon therein, and free from all mechanics, liens,
material mens liens, builders liens or other liens and incumbrances of said A.G. Kuehnle.
And in addition to the liability above the said sureties do hereby accept all the conditions and stipulations set forth in the plans and specifications and detail
drawings as as much as though the same were herein set forth, then this obligation is void, otherwise to remain in full force.

Your bill to enlarge the boundary, to include adjoining townships, is a good one.

1. Articles of Agreement, made and entered into this Twenty fifth day of November, A.D. 1902 at the village of Howell, in the County of Livingston
and the state of Michigan, By and between the Township of Howell, a municipal corporation existing under the laws of the state of Michigan in the
aforesend county and state, being hereinafter known as the party of the first part, and A.G. Keuhnle contractor and builder of the Village of Howell in
County of Livingston, in the state of Michigan, being hereinafter known as the party of the second part.
2. Witnesseth, that the said party of the second part, for and in consideration of the covenants and agreements hereinafter contained, does for
himself, his heirs, execcutors, administrators and assigns, covenant, promise and agree to and with the said party of the first part, that he shall and will
on or before the first day of January, A.D. 1904 in the very best workmanlike manner, and by the use of the very best quality and grade of materials, will and most
substantially erect, build, construct, set up, complete in every detail and deliver to the said party of the first part, free, clear, and discharged of and
from all claims, debts, liens, and charges, whatever, on a lot or parcel of ground situated in the said village of Howell in the county of Livingston in
the state of Michigan, and known and described on the officail map or survey aof said city as being the east fifty feet in width of lot ninety (90)
the west fifty feet in width of lot eighty-nine (89)..... -

the west fifty feet in width of the south eighteen feet of lot (88) eighty-eight, and the east fifty feet in width of the south eighteen feet of lot ninety-one
(91). All in Crane and Brooks plat of the said village of Howell as duly laid out, plated and recorded and to be located thereon as said party of the
first part shall hereafter designate, a Library Building, of the forms, sizes, and dimensions, and according to the plans, specifications, detail and
working drawings furnished by E.E. Myers and Charles W. Koehler, architects of the City of Detroit, in the state of Michigan, and numbered from
one to eleven both inclusive all of said plans, specifications and detail drawings, and builders schedule, together with the general instructions, have been
signed by the party of the first part aforesaid, and by the said party of the second part, and are hereby made and accepted as a part of this contract,
the same in all respects as though each and every part thereof was at length herein set forth and fully described and all of which are now on file in the office
of the party of the first part.
3. And the said party of the second part doth hereby covenant, promise and agree for the consideration aforesaid to do all the work and labor and to furnish
all the materials at his own proper costs, charge and expense, which may be requisite and required for the full and entire erection, construction,
and completion of the said Library Building according to the plans, specifications and detailed drawings, aforesaid.
4. It is hereby further agreed between the parties hereto that E.E. Myers, architect of the city of Detroit and state of Michigan shall be and is hereby appointed
and constituted the supervising architect of said building in and about and during its construction, and he is hereby authorized and empowered
to inspect and accept or reject any work done or materials used or proposed to be used in, upon, or about the said building during tis construction, that is,
if not in accordance with the plans and specifications.
5 In consideration only of the true and faithful performance of the covenants and agreements herein before and hereinafter specified, by the said party of the
second part, and in the manner and within the time hereinbefore set forth, .then the said party of the first part hereby covenants promises, and agrees to and will pay
to the said party of the second part the sum of nine thousand seven hundred and twenty-five dollars ($9725) in the manner following, that is to say: In payments as the
furnishing of materials, and work construction of aforesaid building shall progress, on estimates to be made by the supervising architect and
allowed by the party of the first part, for materials so delivered and accepted and work satisfactorily done by the said party of the second part.
Such payments however, to be only eighty-five percent of the amount of such estimates and the remaining fifteen percentum to be paid on the final
estimate of said supervising architect to be made when the said Library building shall be entirely completed. -

and accepted by the said party of the first part.
Provided: That no money shall be due under the contract until two thousand dollars ($2000) worth of work and materials shall have been completed and accepted
by the said architect and approved by the said party of the first part when seventeen hundred dollars shall be paid said party of the first part and no further money shall be due until
two thousand dillars($2000) worth more of work and material shall have been completed and accepted by said architect and approved by said party of the first part when seventeen
hundred dollars more will be paid said party of the first part and no further money shall be due until two thousand follars ($2000) more work and materials shall have been completed
when seventeen hundred dollars more will be paid said party of the first part and no further money shall be due until the entire building is completed and accepted when the balance of said nine thousand
seven hundred and twenty five dollars ($9725) shall be due and payable subject to the proposition of Andrew Carnegie of January 9th, 1902 and the letters of the Home Trust Company
of August 4th and 11th, 1902.
6. It is further agreed by and between the party of the first part and second party that the schedules made and submitted by the said party of the second part, and attached hereto, shall no be
construed as a part of this contract, but only as a base upon which estimates are to be prepared but the party of the second part shall be held responsible for the performance of all work
and all materials necessary to fully and entirely complete the entire building in accordance with the aforesaid plans, specifications of the architect to the entire satisfaction and
acceptance by the said party of the first part, although such a schedule may omit either work or materials or both.
7. It is further agreed and understood by and between the parties to this contract, that no claim for extra work or materials, furnished or alleged to be furnished by the said party of the second
part on account of the construction of said Library Building shall be allowed by the said party of the first part, unless the same shall have been
previously ordered by them in writing in the same form and manner as this contract has been executed and the costs of the same agreed upon, and accepted in writing by the party of the
second part before the same shall be in force and effect.
8. the said party of the second part further agrees as aforesaid to commence work upon the material for the construction of the aforesaid building within ten days fromthe date hereof and
to have the entire building fully and entirely completed and ready for delivery and... -

Continuation of Contract
acceptance on or before the first day of January A.D. 1904, the construction to commence in the spring of 1903 as early as the weather permits.
9. The said party of the first part is hereby required to furnish and deliver unto the said party of the second part within three days from the date hereof a full
set of blue prints plans of said building and copies of specifications.
10. The said party of the second part is hereby required to and shall furnish and deliver unto the said party of the first part, a satisfactory bond with two
sureties in the sum of nine thousand eight hundred dollars ($9800) conditioned to guarantee that the said party of the second part shall carry out and fulfill all the
obligations of this contract and those set forth in the plans and specifications to the full and entire satisfaction of the party of the first part, and
also conditioned to save the said party of the first part harmless from mechanics, builders or material mens liens.
11. Should the party of the second part at any time during the progress of said work refuse or neglect to supply any necessary material or workmen then, and in
such case the said party of the first part shall have the right and power to provide material and workmen (after three days notice) to finish said work and the expense
shall be deducted from the amount of said contract price.
12. Should the said party of the second part fail to complete the said building at the time above agreed upon, then in such case (unless an extension
of time is granted by the party of the first part in writing) the party of the second part shall pay the said party of the first part as liquidated damages for nonperformance
of contract and not as a penalty or otherwise the sum of fifteen dollars for each and every day from and after the day above specified, during
which said building shall remain unfinished and not completed and delivered as aforesaid and which said party of the first part shall have the
right to deduct from and retain out of the sum hereinbefore agreed upon to be paid by the said party of the first part.
13. It is mutually covenented and agreed between the parties hereto that the heating apparatus in said building shall be completed, ready for
operation on October 1st, 1903, and said building shall be heated thereby during the months of October, November, and December 1903, the
said party of the first part to furnish coal therefore.
14. It is mutually understood and agreed that the grade of said lot shall be raised two feet and nine inches from the present grade at the southeast corner of said lot.
15. The party of the first part is to have the right to put on lights in said building and turn electric current on before the acceptance of said bulding.
All the covenants and agreements herein made are declared binding on each of the parties, hereto, and on their resepctive heirs, respresentative
or assignees. -

These letters in reply this date to letter filed as above, after several had been received and filed asking for money from this Board, which
at no time has had a cut of available Library funds and has already paid him $25.00 by personal advances from its members.
The plans had to be returned to him by the clerk for additional blue prints for the contractor which aught to have been furnished on the start, and
at this date the plans are still in his hands.

Interview with Supervisory W.H.S. Wood
Yes, the contract has been let for the erection of the library building to A.G.Kuehnle of Howell, subject to the filing of bonds, for $9725, and it is to be
built of granite 'hard-heads', or boulders, brought here from the arctic mountains years ago, I suppose,in the glacial era. They will be cut and
prepared this winter and the building is to be completed by Jan. 1, 1904.
The library tax, this year, one mill, produces $2471, which will be for maintenance and expended by the direction of the commission, i.e. for purchase of
books, furniture, cost of heating and lighting and pay of janitor and libarian. I am not in favor of high salaries or of importing a librarian. We have plenty of
good material right here in Howell and the work will be easy and pleasant. The janitor should be fireman, lawman (the village has the park, you know) and
assistance librarian combined and the building should be open from 7 a.m. until 9:30 p.m.
A board of six library commissioners should be elected on a non-partisanship basis next spring, and I am in favor of such persons M.J. McPherson,Frank Burt,
or Miss Millie Burt, T.B. Knapp, C.G. Jewett, R.R. Smith, F.W. Munson, P.B. Wines, A.M. Wells, Mrs. Henry White, W.H. Gilkes, Mrs. Alfred Warner, E.D Galloway,
Mrs. F.J. Lee, A.J. Prindle, G.I.Sargent, L.Smith, T.P. Stowe, L.H. Sullivan, J.C. Walton, John W. Wright, F. Mills and Mrs. Dr. Huntington, or a hundred more
I might mention for good business or literary reasons and who have the time or public spirit to give public service without pay.
I am in favor of caution, care and economy and simply am too dull myself to comprehend those people who I occasionally meet who, when they get in a
public position feel that it's none of peoples business how they conduct it. The people are always entitled to the fullest report about all public business.
I would like to see Howell equipped with a nice building and ten thousand books within the next two years. As to books, donations are in order and I will
take charge of all books donated during the winter, if marked with name of donor and date of presentation to Howell Free Public Library, and see
that they are turned over to the commission in the spring. Every family almost has one or a dozen that it would help others to read and that they have
no further use for. Aside from the books to be purchased on history, biography, travel, standard classics, political economy, health and story books
a unique ccollection might also be obtained in this way. A thousand dollars will buy from two to four thousand good books, or only four to eight
hundred just according to how it is expended.
I have the old books. Some are very choice and out of print. I would like to see as full a set of every kind of school books as was ever used handed in.
State and national reports are very valuable and while it is not possible to get full sets, I hope to see it as full as may be and shall endeavor to
secure them. Anyone having a finance report of 1886 has a right no longer obtainable. Also navy report of 1897-8. In time full sets of
encyclopedias will be secured for reference and standard works on every subject. Miss Anna Lonergan has been spoken of most often for
librarian though there are others.
Bills may be drawn for presentation to the Legislature allowing the people of Genoa, Marion, and Oceola to vote and join us in the use and support of the
library. Mr. Barnes has assured me he will push such bills if the people of those towns seem to desire it.

A meeting of the township board was held at the office of the township clerk, Saturday, Feb. 28, 1903 at 10:00 o'clock A.M.
Present: W.H.S. Wood, Supervisor D.D. Harger and J.L. Pettibone, Justices of the Peace, and Frank J. Holt, Clerk.
The following preamble and resolution was presented by Mr. Wood.
Whereas the taxes upon lot 90 & 8 1/2 of 86-89 Crane and Brooks plat Sec 85m Twp 3, Range 4 for 1902, amounting to $20.46 has not been paid
and said property having been acquired by the Village in part and the Township in part, for library and hark purposes, and whereas said land tax
ought not to be returned as unpaid and this the title become clouded and whereas the Village Attorney assures this Board that the village council is
ready to allow such sum as is deemed their just share towards these taxes, therefore
Resolved that the Village be requested to pay $9.36 as their share and the clerk be authorized to draw his order payable to the Township treasurer for
$11.46 the balance, that said tax be cleared from the rolls and marked paid.
Moved by Pettibone, seconded by Harger that the above resolution be adopted. Carried.
The following preamble and resolution was presented by Mr. Wood.
Whereas the contractor for the Carnegie Library building informs us that he has over $2000.00 work and material ready for inspection. Resolved
that when a certificate of the architect E.E. Myers is filed in duplicate to that effect with this Board that the Supervisor & Clerk & Treasurer be
authorized to make requisition for $2000.00 on the Home Trust Co, Hoboken, N.J. persuant to their letters of Aug. 4th, & 11th 1902 said amount
to be payable to the Township Treasurer without any further action of this board.

over $2000.00 work and materials have been furnished by the contractor and done there?re and hereby request that an installment of $2000.00
be remitted therefor to the Township Board of Howell, Mich, made payable to the order of said Township Board of Howell, pursuant to your letters of
Aug 4 1902 and Aug 11, 1902.
